Role
* The senior management team has considered the future needs of the business. With the business rapidly increasing in diversity,complexity and size, they have identified the need for a top class business person to focus solely on managing the affairs of the
 group, and on shaping and implementing the vision of the founders of the business;

* The CEO will be expected to act as a central point of commercial wisdom and good judgement in guiding the organisation through week-to-week events and opportunities to ensure they make the right choices and implement them well;

* As well as managing current events, they are looking for someone who can implement a step change and shape them into an organisation with a robust structure capable of operating effectively for the long term and with a large degree of independence from the founders of the business;

* The CEO will need to win the trust of the shareholders and the respect of the rest of the organisation to be able to act with the necessary authority to influence and lead the shareholders;

* Take a leadership role in dealing any with ineffective or ill-defined areas of operation;

Duties & Experience

* Understand longer term aims of shareholders including succession planning where shareholders wish to become less active in work;

* Reduce reliance on key personnel and implement appropriate reporting lines and management throughout the company;

* Ensure that the company has the appropriately experienced and able people in all functions;

* Provide leadership to the management team and a growing organisation and ensure good communication throughout the company, at board level and below, utilising to the full everyone’s abilities and inputs;

* Lead periodic meetings of the management team to examine progress on the company’s agenda and discuss development of that agenda;

* Development of export markets and category management for customers including expansion of brand portfolio and direct to consumer web trading through internet channels and a number of own branded websites.

We are looking to appoint an experienced Group Development Director to refine, inform and execute the strategy for the Group Development team which includes the Sales and Marketing team and the 'House Exchange’ on-line mutual exchange and housing options service.

You will be experienced in delivering successful joint venture initiatives particularly within the private sector and able to establish, maintain and develop positive and productive relationships with public and private sector partners and ensure that effective and responsive services are delivered for intra-Group and agency customers.

The role is full time at 35 hours per week and will be based in Singapore/Dubai.

Principle accountabilities:

* Plans, identifies and secures the necessary resources to execute the Group Development Strategy. Where necessary, matrix manages these resources in order to deliver best value for the Group.

* Develops and maintains key strategic networks and forums, particularly in Singapore/Dubai, with external private and
   public stakeholders to secure positive development opportunities for the Group.

* Assumes accountability for overseeing delivery within a variety of diverse functions, managing conflicting priorities and driving achievement of effective outcomes, including compliance where appropriate.

* Acts as the key point of accountability for a diverse portfolio of service areas, liaising with Board Members and senior individuals in external agencies, regionally and nationally, in order to influence agendas and develop, initiate and maintain effective collaborative strategies.

* Drives forward appropriate organisational focus promoting improvement, transformation and cultural and policy change in line with the Corporate Strategy.

* Leads significant Circle programmes to ensure they deliver the agreed outcomes within defined quality, time and cost
   considerations.

* Takes responsibility for resolving new and challenging issues which may have a significant impact on Circle, for example,financial, reputational or political.

* Reports on and is accountable for, status updates, overall budget spend and future forecasts. Presents this information to various stakeholders and boards (including the Circle executive team and board)

* Effectively utilises Circle’s existing resources (People, IT, Financial) and expertise. Matrix manages these resources in order to deliver best value. Encourages engagement and additional support from the Group.

* Provides effective visible leadership, ensures that challenging objectives and requirements are met within a positive and performance focused environment.

* Ensures the ongoing professional development of staff members whilst encouraging individuals to work with and learn from each other, where possible promotes this ethos across the wider area of responsibility.

* Upholds the group’s values, policies and practices in respect of diversity and equality and acts as a champion for these in all dealings with colleagues, customers and partners.

* Performs any other duties as may be reasonably requested by the line manager.


Essential skills:

* Experience of matrix managing and integrating a wide range of diverse, dynamic and complex services within the development and house-building arena.

* Experience of delivering successful joint venture initiatives particularly within the private sector.

* Proven sales and marketing expertise with a high degree of commercial competence and awareness.

* Able to demonstrate network relationships  with key external public and private sector stakeholders.

* Excellent communication skills with a proven ability to build relationships across diverse service areas, tailoring approach and style for a variety of audiences.

* Significant experience of strategic planning, improvement and implementation.

* Robust budget and financial management skills with a demonstrable experience of working with significant long term financial commitments and a track record of delivering projects on time and within financial constraints.

The purpose of this role is to identify, ensure alignment on and implement a Functional/Divisional talent and workforce plan that addresses both the strategic and operational talent needs of the business. 

Leads and manages all aspects of the HR function within his/her assigned Function/Division globally, while balancing, supporting and addressing Corporate, Area, Regional and Local needs, challenges and opportunities.

• Responsible for leading and coordinating all Human Resource support for the identified companies R&D division. Defines and aligns HR strategy and tactics to the overall business priorities of the R&D organization and effectively manages the execution of these initiatives to result in improved business performance.

• Serves as a strategic advisor to senior R&D Leader(s) for the business and partners with their respective management team to translate the commercial needs of the business into actionable, value add HR programs and initiatives that enable growth leadership.

• Serves as champions, leads or supports business initiatives focused on enhancing organization effectiveness, performance and talent, including but not limited to: Organization Design and Effectiveness, Organization and Capabilities Review (potential ratings, succession plans, development plans, and calibration sessions), Performance Management and Rewards, Training/Development (nominations, executive coaching), Employee Engagement, Diversity and Inclusion.

• Work closely with Franchise Heads and their respective leadership team on all organizational change initiatives (reorganizations, talent upgrades, promotions, reductions in force, performance improvement plans, separations and related communications).

• Ensure that organizational change efforts are managed effectively and in a legally defensible manner.

• First line contact for clients regarding all human resource activities. Effectively coordinate overall HR support to ensure that client’s needs are met in timely, high-quality fashion for staffing, employee relations, compensation, salary planning, training/ development, recognition/reward, relocation and other HR related services.

• Provide services directly to R&D Leadership team or act as liaison between clients and the companies COEs and/or HR Services team. Active member of leadership team for client groups.

• Advise and influence all levels of management on all aspects of people management and leadership. Consult with R&D Leadership Team members, leadership teams, directors, managers and supervisors on strategic business initiatives and assesses impact on employees. Actively participate in staff meetings and business meetings and other business action teams as assigned.

• Participate on various project teams and manage various other tasks as assigned by Global Head, R&D Human Resources.



Experience

15+ years of progressive human resource experience or a combination of human resource and business experience. Significant experience in various HR disciplines, including OE/OD, talent assessment/development/coaching, compensation and rewards, Employee Relations, and change management, Demonstrated ability to influence, strong business acumen and experience with commercial organizations , Demonstrated analytical capability and understanding.

Working with the management team, the Director –Project Management will ensure that appropriate resources are allocated to priority projects, whilst balancing the requirements set by long-term strategy with the day-to-day project management activities across each region. The role will involve a considerable amount of influencing as well as direct responsibility for the team of project managers.

The successful candidate will be flexible, ambitious and able to work in a changing and international environment. The role requires an energetic individual to provide leadership, build and motivate the team, and deliver highly complex projects.

Key Responsibilities
- The Director –Project Management is a key member of the Leadership Team, responsible for the delivery of all significant new and ongoing New Product Development projects.

- Recruit senior level project managers  for high value, priority projects such as integration activities associated with acquisition, and reorganization/restructuring activities.

-Manage and drive multiple projects to time and cost, assuming complete responsibility for all associated budgets and resources.

-Act as mentor and coach to a team of project managers, taking responsibility for their training and development by providing structured development opportunities to ensure the team continually improves its expertise.

-Develop and implement unified project management processes and business systems.
Report on the status of major projects to the management team.

-The Director –Project Management will be expected to play a key role in supporting the long-term growth in value of the Business Unit.


The Role
The key purpose of the role is to ensure that all significant projects are driven to time and cost, whilst ensuring that a unified approach is applied to all significant new and ongoing projects.

The role will include the following duties:
- Work with the Engineering and Business Development & Strategy Directors to deliver all significant new and ongoing New Product Development  projects.
- Work alongside the Global Engineering VPs/Directors team across the Business Unit to develop best practice across the organisation.
- Implement standard project management processes and software for the management of all major New Product Development  projects across the Business Unit.
- Various project work for the Engineering and Managing Directors (eg, for integration and reorganisation/restructuring activities).
- Establish effective governance mechanisms for project decision-making, and for appropriate escalation of information to the management team.
- Implement key governance mechanisms to ensure project management processes are robust, aligned and effective.
- Review the impacts of projects on the whole business and ensure compliance (with regulation, etc.) across all functions and processes.
- Reporting on the status of all major and other projects to the management team.

Key Qualifications
- Degree educated, with a subsequent project management related professional qualification.
- Experience of managing and delivering cross-functional programmes/projects.
- Ability to lead other project managers to deliver on time, on budget and to exceptional quality standards.
- Excellent knowledge of Project Management techniques and processes.
- Detailed knowledge of advanced NPD management systems and tools.
- An ability to develop effective working relationships across all levels within the organisation.
